§ 224-19. Issuance of permit not to relieve holder of certain duties, responsibilities.

No permit issued in pursuance of this article to any person shall be construed to relieve any applicant for such permit of the duty to properly guard any such excavation by guardrails, signal lights or such other means as may be necessary to warn travelers on the highway of the danger to be apprehended from such excavation, nor shall any permit be construed in any manner to make liable the Village for any negligence of such applicant in making such excavation.
